Gave tainted officers outstanding ACRs despite serious charges against them

New Delhi: A media report on Chandigarh Police by a Hindi daily published on Monday, has opened a pandora’s box in so far “corruption” in awarding “outstanding ACRs” by IG/SP-rank officials to junior officers of the ranks of Inspectors and DSPs is concerned.

As per the report, these junior cops of the ranks of Inspectors & DSPs lacked legal knowhow, were incompetent in public dealing, and were harsh on petty criminals for drawing undue favours, etc. Despite that, they were awarded “outstanding ACRs” by their immediate seniors.

Creating ripples in the union territory’s police force, the said report referred to erstwhile DGP S.S. Yadav who (reportedly) “halved the numbers in the ACRs” of most of the 62 cops of the ranks of Inspectors or DSPs after diligently going through the serious charges pending against them.

Yadav had actually overturned the “outstanding reports” given by IG/SP-rank officials, said reliable sources.

The said Hindi daily’s report further added that the ex-DGP reportedly marked these cops’ ACRs with red ink, based on their “nefarious” or “corrupt” activities. But, countering the said Hindi daily’s report, reliable sources said that Yadav had done a “balancing act” by reducing the “outstanding” remarks given by IG/SP-rank officers to “justified” remarks.

www.thedelhicrown.com conducted a thorough investigation and gained access to relevant documents showing “adverse” reports against most of the cops whose ACRs were reportedly “spoiled” by erstwhile DGP S.S. Yadav, before he was “transferred” to Chhattisgarh earlier this year to oversee anti-Naxal operations.

As per the documents accessed by www.thedelhicrown.com (with the help of credible sources), the said cops had a dubious track-record, and Yadav had only given them the remarks they deserved based on their “performance”.

For instance, 45 of these cops were facing serious charges involving inquiries by investigating agencies like CBI, ED, IB, criminal cases, besides other departmental inquiries and vigilance reports pending against them.

Among these tainted cops were those who were found “hobnobbing and dealing” with drug mafia, illegal liquor manufacturing and trading, getting out of turn promotion after procuring fake educational certificates, postings scam, acts of forgery, land scams, shielding and helping criminals, sexual harassment for turning around cases, and a sensational case of Chinese nationals running shell companies.

A senior official with the Chandigarh Police told www.thedelhicrown.com, “It’s quite strange to see how these tainted cops could get outstanding reports from their immediate seniors of the ranks of IG/SP. Only one conclusion could be drawn, that there is a perfect quid pro quo between the high-ranking cops, such as IGs/SPs, and the junior officers who “oblige” their seniors in order to obtain outstanding reports to decorate their ACRs.”

Posing a question mark on the “outstanding reports” given by IG/SP-rank officials to such junior cops, he added that if all were such competent officers why Chandigarh Police could not match Singapore Police standards…!

Meanwhile, in a recent development, a few high-ranking cops in Chandigarh Police were under the scanner after raids were carried out on gangs involved in online betting. These raids were carried out over past few days in Chandigarh, Haryana, Punjab, Himachal Pradesh, during which links between the gang-members and senior officials of Chandigarh Police were reportedly discovered. Further investigation into such links was said to be on, for further establishing them.

According to media reports, such betting rackets were being carried out from overseas, from places like Dubai and Georgia.
